EU Commission Proposes EUDR Simplifications and Grace Period

This week the EU Commission has formally proposed measures to simplify obligations for those in scope of the EU Deforestation Regulation (EUDR), which primarily alleviate the burden for micro and small enterprises.

This remains in proposal stage and has not yet been agreed or adopted, a decision is expected by the end of 2025.

Proposed Amendments:

  • For medium and large-sized companies, the EUDR would still enter into force on 30th December 2025. However, a six month grace period has been proposed, meaning checks and enforcement by authorities will not begin until 30th June 2026
  • The EUDR would not enter into force for micro and small enterprises until 30th December 2026, providing them a 6 month extension (from 30th June 2026)
  • Downstream operators and traders would no longer be required to submit a due diligence statement for products that are already covered by a statement. Products will only require one statement submission in the EUDR IT system, at the point it first enters the EU market, by the EU operator placing it on the market
  • Micro and small primary operators (those growing/harvesting relevant products) in low risk countries will only be required to submit a simplified due diligence declaration, instead of a full due diligence statement
